ExecuteNonQuery failed for Database 'SvcEventMgr'.
Could not load file or assembly 'Microsoft.SqlServer.BatchParser, Version=11.0.0.0, Culture=neutral, PublicKeyToken=89845dcd8080cc91' or one of its dependencies.
The system cannot find the file specified.

Root Cause:

This error indicates your SQL Server is effectively missing the required Microsoft SQL Server Management Objects (SMO) components. 
The  Microsoft SQL Server Management Objects components are listed on the Servicing Director System Requirements. 
Microsoft Support information indicates Microsoft.SqlServer.BatchParser is deployed by installing the SMO components.

Workaround:

  1. Install or reinstall all the Microsoft SQL Server Management Objects (SMO) components listed on the System Requirements. For more information about the System Requirements, search Knowledge Center using the keywords System Requirements. 
    Note: Do not skip any SMO components listed on the System Requirements. 
  2. If listed, install both 32bit and 64bit SMO versions for both SQL 2008 and SQL 2012, regardless of your Windows Server or SQL Server version. 
  3. Reboot Windows on the Server, and retry the installation.
