Database Installation Error Unable to Connect to the SQL Server

Unable to connect to the sql server.

Root Cause:

This error can occur when the SQL sa login password you supplied to the database installation program contains a unique combination of special characters which makes the installation fail late in the installation process. 
This message appears as a simple popup message after you have passed the SQL Server Username and Password screen where you entered the sa login and password, and had that sa login information successfully validated. Then later, after the installation has finished prompting you for information, it begins the installation, only to fail late with this message above.

Workaround:

Temporarily, for the duration of the database installation, simplify the sa login password using the minimal number of special characters required by your password policy. 
Use the Microsoft procedures for your version of Microsoft SQL server to change the sa password.  
After completing the installation, you are free to set the sa login password back to your choice of password with any special characters you used before. 
These instructions match the upgrade guide and they refer to using the SQL sa login.  You may be using a different login than the sa login, and apply this resolution to the login you are using.
