Root Cause:

This can be an issue if the Windows web server requirement of ASP.NET 4.5 is not enabled. 

Workaround:

Using Microsoft Windows procedures, enable ASP.NET 4.5 on your web server.  On Windows 2012 or later, your Windows administrator should install ASP.NET 4.5 with IIS8 using the "Turn Windows Features On/Off" dialog, the Server Manager management tool for the .NET Framework 4.5, or the dism.exe command line tool.
