Root Cause:
When you try to open the Servicing Director Data Dictionary file (or other Microsoft CHM type file), the table of contents may appear, but no topic pages can be viewed in the right-hand display area. Instead, the error messages above appear in the display area.
The issue is CHM files are essentially viewed through a form of Internet Explorer by Microsoft design. A Microsoft security update to Windows XP and other versions blocks opening CHM topic pages from any file other than a local file. To be a local file, the file must be on your local desktop hard drive. Therefore, if you try to open a CHM file directly from a network location at your company, the content may be blocked. Further Microsoft security measures can still block viewing the contents of a downloaded CHM file even when the saved file is on your local desktop, so there can be an additional step to take in the workaround below.
Workaround:
If you download or copy the CHM file to your local desktop hard drive, and open it as a local file, the issue is sometimes resolved.
If the local desktop copy cannot display the topic pages, then do the following:
Note: When you name a CHM file, do not use the ‘#’ (number sign character) anywhere in the file name.
