Root Cause:
The effective Windows permissions of the Windows user running the LSCnfg utility does not have sufficient rights to create the fixrights.log file.
The LSCnfg utility should create the Fixrights.log file in the C:\Windows\System32 or C:\Windows\SysWOW64 depending on your version of Windows. The LSCnfg utility will create the file once, and then overwrite the existing file each time it is run.
Clicking the Yes button on the error message popup screen does not create the file and does not resolve the error.
Workaround:
Run the LSCnfg utility with a Windows user with sufficient rights, such as the default Windows user named "Administrator", which has local Windows Administrator group permissions.
With the elevated Windows administrator permissions, the LSCnfg utility should create the Fixrights.log in the appropriate system folder.
If the error persists, then use your local IT resources to manually create a blank text file with the name Fixrights.log in the appropriate system folder.
