These are the required conditions for a Repayment Plan Agreement letter to generate:

You must have the Agreement letter set up as part of your Repayment Plan template (Table Setup > Repayment Plan Template screen).
In the set up, the Crystal Reports form RepaymentPlanAgreementLtr.Rpt must be selected for Pending loans.

The repayment plan on the loan must be in a Pending status.

No payments must have been received on the repayment plan.

No previous Repayment Plan Agreement letter must have been sent. To confirm this you can check the comments on the loan, or verify that RepayPlan.DateLetterSent IS .
