Root Cause:

This error can be caused when the Microsoft provided MSComctlLib2 or related components are not present on your Windows computer.
The Servicing Director System Administration Table Setup for the Task Tracking>Project Descriptions>Template screen requires these Microsoft components.

Workaround:

Have your local IT update your Windows computer with the Microsoft support recommended source for the MSComctlLib2 or related Microsoft provided Common Controls, including the Microsoft control named MSComctl.ocx.

For example, one client's local IT reported they found the Microsoft provided Visual Basic 6.0 Common Controls update resolved this issue.
